SOM had been commissioned by the Turkish government after the war "to investigate problems in the fields of housing, public building construction and town planning" but, as the published cover letter from Gordon Bunshaft at SOM makes clear, "general building construction conditions were at the root of much of the difficulty encountered in those fields, and any effective attack on those problems must include improvement in building techniques and a reduction in construction costs".
